DOE will also evaluate the impact on manufacturers and will employ an altered industry cash flow model adapted to this product type to estimate manufacturing NPV. In addition, DOE will consider the potential impacts on small business manufacturers and other subgroups of manufacturers to identify any that could be affected in a different way by these proposals.
